Why this pillar exists
This pillar exists because AI development and deployment are inherently global. Models, data, supply chains, and impacts cross national borders, while regulatory approaches remain fragmented. Without international coordination, gaps and conflicts between national rules can undermine safety, enable regulatory arbitrage, and increase geopolitical risk. Cooperation is needed on standards, norms, research, incident response, and the responsible use of AI in both civilian and military contexts.
