Why this pillar exists

This pillar exists to define what the country is trying to achieve with AI and the values that should guide every downstream decision. Without clear objectives and guiding principles, AI policy becomes reactive, fragmented, and vulnerable to short-term pressures. A durable framework should state the goals (public benefit, innovation, security, fairness, prosperity) and the principles that constrain how those goals are pursued (safety, accountability, transparency, civil rights, privacy, democratic oversight).
