Why this pillar exists
This pillar exists to ensure that the rapid expansion of AI systems does not externalize energy, water, and infrastructure costs onto the public without transparency or accountability. As data centers and AI workloads place increasing strain on power grids, water supplies, and local infrastructure, policymakers and communities need visibility into who bears these costs, what upgrades are required, and how decisions are made.
