Overview

A national AI governance framework can only work if the government itself has the capacity to understand, supervise, and enforce it. Pillar 11 focuses on building the institutional muscles needed to oversee rapidly advancing AI systems: technical expertise, staffed agencies, independent scientific bodies, secure testing facilities, and the regulatory infrastructure required to keep pace with private-sector innovation.

This pillar addresses the core challenge that many lawmakers lack deep technical knowledge of AI. Effective governance requires trained personnel, modernized agencies, red-team capabilities, compute oversight, and the ability to evaluate claims made by developers. Without this institutional foundation, even well-designed AI laws risk becoming symbolic, outdated, or unenforceable.
