Why this pillar exists

This pillar exists to require standardized safety evaluations before wide deployment and ongoing monitoring after release. The goal is to identify and reduce harmful behaviors, catastrophic misuse pathways, and systemic failures before they scale. A national approach helps avoid “race-to-ship” dynamics by setting common baselines for testing, documentation, and post-deployment reporting—especially for elevated, critical, and sensitive systems.
